I think what is being analysed here, is not so much the attitudes of the people, but rather the attitudes of the media, politicians, and educational institutions.
Admitedly, the media does have a palpable effect on public opinion, especially the adult population, therefore, we have to keep in mind that racism, to a large extent, begins or ends with the media, and to a lesser extent, with educational institutions and politicians.
